A draft proposal outlining the phased disarmament of Hamas and other armed groups has emerged from negotiations in Cairo, raising cautious hopes for progress while leaving several fundamental disagreements unresolved. Although the United States confirmed that talks have produced a framework for discussion, neither Israel nor Hamas has formally accepted the proposal.
Speaking on July 30, US President Donald Trump said negotiators had reached an understanding on a draft plan that would gradually remove weapons from Hamas and other armed factions operating in Gaza. According to a Hamas source familiar with the discussions, the proposal envisions heavy weapons being placed under Palestinian control as part of a phased process.
However, Hamas maintains that any disarmament can only begin after a complete Israeli military withdrawal from Gaza. The group has repeatedly argued that surrendering weapons before such a withdrawal would leave Palestinians without security guarantees during any transition period.
Israeli officials have responded cautiously to the reported draft. While acknowledging ongoing negotiations, they indicated that an earlier version of the proposal failed to satisfy Israel’s long-standing demand for the complete demilitarisation of Hamas and other armed groups. Israeli leaders continue to insist that any lasting agreement must permanently eliminate Hamas’ military capabilities before the conflict can be considered resolved.
The latest proposal represents another attempt by international mediators to bridge the wide gap between the two sides after months of negotiations involving Egypt, Qatar and the United States. Despite repeated diplomatic efforts, disagreements over security arrangements, governance and the sequencing of military withdrawal have continued to delay a comprehensive agreement.
A successful framework could significantly influence Gaza’s post-war administration and future reconstruction, while also improving humanitarian access to the territory. Conversely, failure to resolve the remaining disputes could prolong the conflict, delay rebuilding efforts and increase the risk of renewed regional instability.
Although President Trump’s announcement has drawn international attention, officials involved in the negotiations caution that the document remains a draft rather than a final agreement. Both Israel and Hamas continue to negotiate their respective conditions, and no mutually accepted deal has yet been reached.
As talks continue, international attention remains focused on whether mediators can reconcile the competing demands and transform the current draft into a durable agreement capable of ending months of conflict and paving the way for long-term stability in Gaza.
