Pakistan and Qatar Expand Trade Talks With Focus on Agriculture, EVs and Investment

Pakistan and Qatar are exploring new opportunities to strengthen trade, attract investment and develop industrial partnerships, with agriculture, food security, electric vehicles, information technology and infrastructure emerging as major areas of cooperation. The discussions took place during the second meeting of the Pakistan-Qatar Joint Task Force on Trade and Investment in Doha, as both countries seek to turn their longstanding diplomatic relationship into more substantial economic collaboration.

Federal Commerce Minister Jam Kamal Khan and Qatar’s Minister of State for Foreign Trade Affairs Dr Ahmad bin Mohammed Al-Sayed co-chaired the meeting. Officials reviewed progress since the task force’s first session in April 2026 and discussed measures to improve market access, facilitate investment and encourage joint industrial ventures. Pakistan’s Special Investment Facilitation Council (SIFC) coordinated the proceedings, while representatives of relevant ministries participated virtually.

Pakistan Seeks Qatar’s Support for GCC Free Trade Agreement

One of Pakistan’s priorities during the meeting was the early conclusion of the proposed Free Trade Agreement with the Gulf Cooperation Council (GCC). Islamabad informed the Qatari delegation that it had completed its domestic approval process and forwarded the approved agreement text to the GCC Secretariat on December 31, 2025.

The proposed agreement could create new opportunities for Pakistani exporters by improving trade arrangements with Gulf markets. For businesses operating in textiles, agriculture, food processing and manufacturing, stronger access to GCC countries could support export diversification and long-term commercial partnerships.

However, the agreement has not yet been formally concluded, and its potential benefits will depend on the final terms and implementation.

Agriculture and Food Security Become Major Investment Priorities

Agriculture featured prominently in the discussions, with Pakistan inviting Qatari investors to explore opportunities in modern farming, grain storage, silos, cold-storage facilities and integrated cold-chain infrastructure. The country also presented advanced agricultural technologies as potential areas for collaboration.

Pakistan raised a proposed memorandum of understanding between the Trading Corporation of Pakistan and Qatar’s Hassad Food concerning rice supplies. The proposal has been submitted to the federal cabinet for approval and has not yet become a finalised agreement.

Both sides also discussed sustainable food supply arrangements, reflecting the importance of reliable agricultural trade between Pakistan and the Gulf.

Another issue involved restrictions on Pakistani bone-in meat exports to Qatar. Islamabad requested an early resolution and informed Qatari officials that a technical dossier addressing animal health and food safety requirements had already been submitted.

Resolving these restrictions could create additional opportunities for Pakistan’s livestock and meat-processing industries, although any change will depend on the relevant Qatari authorities.

Electric Vehicles and Manufacturing Offer New Opportunities

Pakistan also presented investment opportunities in its automobile industry, particularly electric vehicles under the country’s new EV policy framework. Officials identified joint manufacturing, technology transfer and industrial partnerships as possible areas for closer cooperation.

The discussions come as Pakistan seeks to develop its electric mobility ecosystem and attract investment into automotive manufacturing and supporting infrastructure.

Qatari participation could potentially support industrial development, technical expertise and new business partnerships. However, no specific EV investment agreement or manufacturing project was announced during the meeting.

The discussions therefore represent opportunities under consideration rather than confirmed investment commitments.

Karachi-Hyderabad Motorway and Digital Infrastructure Discussed

Infrastructure and technology were also important parts of the meeting. Pakistan invited Qatari investment in information technology, digital infrastructure, shipping and maritime transport.

The proposed Karachi-Hyderabad Motorway was presented as a potential investment opportunity, reflecting Islamabad’s interest in attracting foreign participation in major transport projects.

The Qatari delegation emphasised the importance of stronger cooperation in civil aviation and air traffic. Pakistan welcomed the proposal and agreed that aviation-related matters would be considered by the Technical Working Group on Logistics and Communications.

Improved cooperation in these sectors could support trade connectivity, transportation and business activity between the two countries.

Pakistan Proposes Investment Fund to Attract Qatari Capital

Pakistan also presented the concept of an investment fund intended to encourage Qatari participation in priority sectors. These include infrastructure, agriculture, industrial development and information technology.

The proposed fund could provide another channel for connecting Qatari investors with projects in Pakistan, although its structure, financing arrangements and implementation timeline have not been finalised.

To move discussions towards practical outcomes, Pakistan called for the early activation of 11 technical working groups identified during the task force’s inaugural meeting.

These groups cover logistics, aviation, advanced manufacturing, mining and minerals, agriculture, tourism, financial technology, healthcare, education, industrial development, information technology and startups.

Their activation could help both countries move from broad diplomatic commitments towards detailed sector-specific discussions and potential commercial agreements.

Economic Cooperation Moves Towards Implementation

The second Joint Task Force meeting reflects Pakistan and Qatar’s interest in expanding their economic relationship beyond existing areas of cooperation. Agriculture, digital technology, manufacturing and infrastructure offer opportunities for investment and commercial partnerships, particularly as Pakistan seeks foreign capital and greater export access.

For Pakistan, attracting investment remains important for strengthening industrial capacity, improving infrastructure and creating economic opportunities. Qatar, meanwhile, could benefit from diversified commercial partnerships and access to Pakistani agricultural products, manufacturing opportunities and emerging technology sectors.

However, the meeting did not announce a finalised investment fund, confirmed motorway financing or a completed GCC trade agreement. The discussions focused on proposals, regulatory issues and mechanisms for future cooperation.

Both countries reaffirmed their commitment to continued engagement through the Joint Task Force. The next stage will depend on how quickly the technical working groups become operational, pending approvals are completed and proposed partnerships develop into signed agreements.

For Pakistan and Qatar, the opportunity is now to turn diplomatic discussions into measurable trade growth, investment and long-term economic cooperation.
