Can Sacrifice Development, Not Security’ Says KP Governor Kundi at Apex Committee Meeting

Khyber Pakhtunkhwa Governor Faisal Karim Kundi and Interior Minister Mohsin Naqvi chaired a high-level apex committee meeting on Monday, October 12, a day after emergency and governor’s rule were imposed in the province, signalling the new administration’s focus on counterterrorism and internal security.

Addressing the meeting, Kundi declared that restoring security would take priority under the new administrative arrangement, even if it required difficult decisions concerning development spending.

“We can sacrifice our development, but never security,” the governor said, setting out the administration’s stated priorities as Khyber Pakhtunkhwa enters a politically sensitive period.

The meeting marks an early institutional step following the federal government’s decision to impose emergency measures in the province on October 11. The decision has substantially altered the political environment in KP, where the PTI-led provincial administration has opposed the intervention.

Security Takes Priority Under New KP Administration

Governor Kundi’s remarks place counterterrorism at the centre of the new administration’s agenda. Khyber Pakhtunkhwa has faced persistent militant violence, particularly in districts bordering Afghanistan, where attacks on security personnel, police installations and civilians have remained a serious concern.

The governor’s statement also introduces an important question about public spending. His willingness to prioritise security over development suggests that security requirements could take precedence when the administration considers competing demands on provincial resources.

However, no specific development project cancellations, budget reallocations or new security expenditures were announced in the initial report.

The apex committee meeting was co-chaired by Interior Minister Mohsin Naqvi, reflecting the federal government’s involvement in managing the province’s security situation following the constitutional intervention.

Governor’s Rule Adds Political Tensions

The meeting took place against the backdrop of growing disagreement between the federal government and Pakistan Tehreek-e-Insaf over the imposition of governor’s rule.

The federal government has defended the emergency measures as necessary to address security challenges, while PTI has criticised the intervention as an infringement of provincial autonomy and democratic representation.

The disagreement has become particularly sensitive because the measures followed PTI’s political mobilisation towards Islamabad and unsuccessful negotiations between government and opposition representatives.

The new administrative arrangement now faces the challenge of addressing security threats while operating amid strong political opposition.

What the Meeting Means for KP

For residents of Khyber Pakhtunkhwa, the administration’s priorities could have implications beyond counterterrorism operations.

Development spending supports roads, schools, hospitals, water infrastructure and employment-generating projects. Any future decision to redirect resources towards security would therefore require careful consideration of its effects on public services and local economic activity.

At the same time, persistent militant violence can undermine development by disrupting transportation, education, investment and everyday commercial activity.

The relationship between security and development is consequently central to the province’s challenges. Improved security can create conditions for economic growth, while functioning public services and economic opportunities remain important to long-term stability.

The apex committee’s initial meeting did not establish how the administration intends to balance those objectives.

For now, Kundi’s message is clear: security will take precedence under the new arrangement. Whether that approach produces measurable improvements will depend on the decisions taken in subsequent meetings, coordination between institutions and developments on the ground.

As governor’s rule enters its second day, attention will remain focused on the administration’s next security measures and the political response from PTI.
